From the verb 'umsetzen' (to implement) + the suffix '-bar' (-able). So, literally 'implement-able'.

Think of taking a plan and 'setting' (setzen) it 'over' (um) into reality. If you can do that, it's 'umsetzbar'. The '-en' is a very common grammatical ending.
